How it is done today, honestly

NESO already crawls 35 public sources across Tennessee, Mississippi, Alabama, Kentucky, Georgia, Connecticut and Arkansas, and grants come through that net alongside bids. What the twenty dollars buys is the reading: a principal goes through the week's finds with your profile open and sends you the ones worth your staff time. A person does the matching, not a system. That is why the first fifty places are capped — we would rather hold the promise than automate it badly.
